Advocatus, et non latro? Testing the Supplier-Induced-Demand Hypothesis for Italian Courts of Justice AgEcon
Buonanno, Paolo; Galizzi, Matteo M..
We explore the relationship between litigation rates and the number of lawyers, in a typical supplier-induced demand (SID) frame. Drawing on an original panel dataset for the 169 Italian courts of justice between 2000 and 2007, we first document that the number of lawyers is positively correlated with different measures of litigation rate. Then, using an instrumental variables strategy we find that a 10 percent increase of lawyers over population is associated with an increase between 1.6 to 6 percent in civil litigation rates. Thus, our empirical analysis supports the SID hypothesis for the Italian lawyers: following an increase in their relative number, lawyers may exploit their informational advantage to induce clients to access to courts even when...

AFRICAN CAPACITY BUILDING EXPERIENCE, 1950'S-1990'S: LESSONS FOR SOUTH AFRICA AgEcon
Sibisi, Magare Luther.
African capacity building was first identified as a major development problem during the transition to independence in the 1950s. After billions of dollars of investment in education over the past three decades, capacity building has been identified as one of Africa's most serious development problem of the 1990s. This paper analyzes African capacity building experiences over the last four decades. It focuses on the treatment of African capacity building by colonial powers, African governments, donors, and international agencies during the transition to independence in the 1950s and the post independence period since 1960. Nigeria and Kenya are used as case studies to highlight some of the key issues and draw some lessons for South Africa. Capacity...

Age and Farmer Productivity AgEcon
Tauer, Loren W..
Farmer productivity by age was estimated, allowing for differences because of efficiency and returns to scale. Using Census of Agriculture data, estimates vary by state, but returns to scale average 1.07. Efficiency increases average 4.5 percent every ten years of age, to the age interval 35 to 44, and then decreases at that same rate.

Agglomeration Economies in Ukrainian Dairy Sector: a Marked Point Process Approach AgEcon
Brümmer, Bernhard; von Cramon-Taubadel, Stephan; Nivievskyi, Oleg; Schlather, Martin.
Even after more than 15 years of transition from plan to market, agriculture in Ukraine still faces many challenges in terms of its structure. The evidence in the literature points to significant heterogeneity of technical efficiency and productivity scores in Ukraine. Moreover, both the recently approved WTO accession, and the ongoing negotiations on a free trade agreement with the EU will require further improvements in productivity and competitiveness at the farm level. Using farm-level data for 2004-2005, we study the presence and possible causes of agglomeration economies in Ukrainian dairy sector. One of the most important results is that there are agglomeration effects in the sector. The performance of dairy farms is influenced by the performance of...

AGRÁR-MUNKANÉLKÜLISÉG ÉS A TERÜLETI EGYENLŐTLENSÉGEK MAGYARORSZÁGON AgEcon
Ritter, Krisztian.
Although many times the new values of rural category has been emphasized in the literature, rural areas show significant disadvantages in general. As a main reason, in Hungary - partly due to the political and economical transition - the role of agriculture in employment has been notably decreased. In Hungary the changing role of agriculture, the rural unemployment and the territorial distribution of unemployment were analyzed numbers of times in the last decades, while there were no researches in agricultural unemployment and it’s territorial characteristics. First goal of the paper is the determination of rural micro-regions that show significant and permanent agricultural job-loss and agricultural unemployment during the period 1990-2003. Comparison...

Agribusiness higher education development – ahead: the project results at a glance AgEcon
Karpati, Laszlo.
This booklet that has caught your attention contains basic information about the AHEAD project sponsored by the EU’s TEMPUS grant. This project was carried out between University of Zagreb (and other Croatian partners) and four EU-based universities. The project was very ambitious and it is my pleasure to state that the great majority of the objectives were carried out with high quality during the 3 years project time span. The main results of the AHEAD project can be found in this booklet, and I would like to mention just a few of them: • A new MBA training started in Zagreb with international recognition • 61 subjects of 3 BSc/MSc trainings were reviewed and modified, • a study was created in order to determine the short – and long – term expert demand...

Agricultural Efficiency Gains and Trade Liberalization in Sudan AgEcon
Siddig, Khalid H.A.; Babiker, Babiker Idris.
The traditional agriculture in Sudan occupies 60% of the total cultivated land and employs 65% of the agricultural population. Nevertheless, it is characterized by its low crop productivity, which is mainly driven by low technical efficiency, while drought and civil conflicts threaten most of its areas countrywide. Therefore, it has contributed only an average of 16% to the total agricultural GDP during the last decade. This paper addresses from an empirical point of view the sectoral and macroeconomic implications of agricultural efficiency improvement in Sudan and assesses the efficiency gains under the assumption of trade liberalization. Efficiency improvement experiments are implemented by augmenting the efficiency parameters of labor, capital, and...

Agricultural Employment Patterns of Immigrant Workers in the United States AgEcon
Cairns, Jennifer; Smart, Francis; Kandel, William; Zahniser, Steven.
Despite of the important role international migration fills in the United States’ labor-intensive agricultural sector, few studies have addressed the individual characteristics and circumstances surrounding entry and exit by farm laborers. With increasing public attention on international migrant labor, policymakers have a need to understand the labor market patterns of these workers if they are to formulate appropriate immigration reforms, including temporary worker programs geared towards agriculture. In this analysis, we model the likelihood of entering agricultural employment by migrants to the United States. Using data from the Mexican Migration Project we find that migrants with higher levels of education and a greater command of English are less...

Agricultural Employment Trends in an Enlarged European Union: Does the CAP Reform/Introduction Matter? AgEcon
Baum, Sabine; Cook, Peter; Stange, Henriette; Weingarten, Peter.
In the course of economic development there is a general downward trend of agricultural employment, although structural change in agriculture is often delayed. In the EU-15, agricultural employment decreased by -2.3% p.a. (measured in regular persons) and -3.0% p.a. (measured in annual working units) between 1995 and 2000. In some of the new EU Member States, employment in agriculture plummeted in the early 1990s, whereas in others it increased during the first years of transition and has served as a social buffer in times of economic hardship. The most important determinants of agricultural employment changes are labor saving technical progress, the macroeconomic environment, the farm structure, socio-economic characteristics of the farmer and...

Agricultural Extension for the Invisible Actors in Hunger Drama in Rural Nigeria AgEcon
Egbuna, Ngozi.
It is now an undisputable fact that rural women farmers produce more than half of all the food grown in Nigeria. They are mainly responsibility for providing food for their families as they plant, harvest and fish, gather fuel wood, fetch water, cook as well as process and sell foodstuffs. This paper describes them as invisible actors in the hunger drama because though they feed the nation, they have little or no access to factors of production that boost productivity such as extension services. Indeed, while the dominance of women in rural areas are evident, policy makers, planners and extension officials often behave as if women did not exist, as if the situation and needs of all farmers were the same, whether men or women. Agricultural extension is one...

Agricultural Growth, Rural Poverty and Hunger In Africa AgEcon
Otieno, Zipora Awuor.
The long-term reduction of hunger and poverty in Sub-Saharan Africa remains one of the great challenges for the International development community. Poverty in Africa is predominately rural, majority of the poor people live in rural areas and are dependent on food production through farming or livestock keeping for most of their livelihood. It is estimated that over two hundred million people in Sub-Saharan Africa live in extreme poverty and among these are the rural poor in Eastern and Southern Africa where the worlds highest concentration of poor people are found. Given Agriculture’s central role in the region’s economies, can agriculture play a major role in poverty alleviation? How can Africa’s role in poverty reduction be enhanced? What could be done...

AGRICULTURAL HOUSEHOLD MODEL WITH WAGE UNCERTAINTY: AN APPLICATION TO SUBSIDIARY POST-SOVIET AGRICULTURE AgEcon
Kurkalova, Lyubov A.; Jensen, Helen H..
The labor supply decision under wage uncertainty is studied in the context of an agricultural household model. The recent sharp growth of post-Soviet subsidiary subsistence agriculture is consistent with the model predictions of an increase in farm labor supply in response to the fall and uncertainty in real wage.

Agricultural Household-Firm Units: Adjustments to Change AgEcon
Findeis, Jill L.; Swaminathan, Hema; Jayaraman, Anuja.
This paper assesses agricultural household-firm unit models to determine a useful typology for agricultural policy assessment that draws upon their use. Both standard and bargaining models for analyzing household decisions, including production, consumption, labor, credit, fertility and child schooling, intergenerational transfer, among other key behaviors of households are discussed, as well as data and estimation issues often encountered with household models. Relevant dimensions of a country or region typology are then suggested, focusing on (1) the extent to which markets, particularly labor markets, are perfect, missing or mixed; (2) relevant intra-household and key demographic considerations; and (3) the differentiation of particular household-firm...

Agricultural Policy and Its Impact on Labor Migration from Agriculture AgEcon
D'Antoni, Jeremy M.; Mishra, Ashok K..
Recent generations of farmers have experienced considerable difficulties earning a consistent living wage to support the needs of themselves and their families. To meet these needs, many farmers and their spouses have increasingly left the agricultural industry to seek employment. Previous studies have found government policies intended to slow the migration of labor from agriculture have little influence. Using an autoregressive distributed lag model and adjusting for non-stationary variables in the labor migration equation, direct government payments were found to have a negative and significant effect on labor migration from agriculture.
